Voting

The metrics used to assess the possible results of elections include military expenditures, CO2 emissions, democracy and development. Indirect elections are held every year within each UNRG using first-preference plurality, for 2-year non-renewable terms in UNSC and UNTC, as well as for 6-year non-renewable terms in the UNHRC and ECOSOC.

UNGA votes en bloc and for a motion to pass the it must garner the support of a simple majority (or a two-thirds majority on Charter issues) of voting UNRGs (excluding abstentions and absences). Each UNRG is deemed to have voted positively or negatively if a majority of the entire membership (including abstentions and absences) has voted in the same direction, otherwise it is deemed to have abstained.

UNHRC and ECOSOC have the same thresholds but votes are counted individually. UNSC and UNTC also count votes individually, but add requirements for substantive motions. In order for a resolution to pass, it must satisfy all of the following criteria:

  1. Quorum: Garner the positive votes of at least 8 out of 15 members of the body.
  2. Consensus: Obtain at least double the number of positive votes as negative votes.
  3. No collective veto: No more than one permanent member has cast a negative vote.
