Utsunomiya Light Rail Co., LTD. is a third-sector railway company established to operate the planned Utsunomiya LRT connecting Utsunomiya to Haga, Tochigi.

This is the first light rail line project in Japan to build an entirely new line, without extending or improving an existing line. This is also the first time since the Fushiki Line of the Toyama District Railway opened in 1948 (now the Takaoka Kidō Line operated by Manyosen) that a line based on the Track Law is built in a city where no tramway had existed before.

Vision for a new public transport system

Surveys regarding the establishment of a new public transportation network has been conducted in Utsunomiya City since 1990. To combat the population decline and aging issue, and to achieve a sustainable urban development, a new LRT was proposed based on the concept of a compact city.
