Form-Three-Assessment (PT3)

Form-Three-Assessment or better known in Malay as Pentaksiran Tingkatan Tiga (PT3) (Jawi: ڤنتکسيرن تيڠکتن تيݢ), is a summative assessment to evaluate student academic achievement for Lower-Secondary Level in Malaysia and taken by all Form Three student from July until October hence the name PT3. It was a successor to the Penilaian Menengah Rendah (Lower-Secondary Test) or PMR which was handled by Malaysia Examination Syndicates since 1993. The assessment covers the syllabus from the Form 1 until Form 3 based on the subject objectives and content of the subject.[1]

The difference between its predecessor PMR, PT3 is a school-based assessment making the exam and the assessment handled by the school itself rather than PMR handled by Malaysia Examination Syndicates and was the exam-based test. Although PT3 was handled by the school itself, Question-Instrument, Marking Rubrics, Oral-Assessment for Bahasa Melayu and English are still handled by Malaysia Examination Syndicates (providing the question-instrument and listening test). Plus during marking, the Examination Syndicate would still monitor the examiner (which is the local school teacher) to make sure the marking are done based on provided guidelines. At the end of assessment the school will hand out PT3 Result Statement, Classroom-Based Assessment Result Slip and Co-curriculum Achievement Statement Certificate.

Starting 2019, a new PT3 format was introduced based on the new education syllabus KSSM replacing the old syllabus KBSM. For English subject, the assessment start to use a syllabus aligned for Common European Framework for Reference (CEFR). The CEFR-Aligned Result Statement for English will also provided to the student at the end of assessment.

The School-Based Assessment was introduced to provide a set of indicator to evaluate student potential and preparation in studies, as well as the ability to mastering the subject. However at its early stage of implementation many teacher struggle to implement the system due to its complexity by Ministry of Education Malaysia. One of the complaint by the teacher is the SPPBS database that was slow to access due to speed limitation at the Ministry of Education site.

Before the PT3 confirmed to be successor to PMR, federal government have been publicly proposed for example Pentaksiran Berasaskan Sekolah Menengah Rendah (PBSMR) and Penilaian Pentaksiran Menengah Rendah (PPMR) as the PMR successor. This caused the confusion among teacher, student and parents on how the assessment would be implemented.

Due to its weakness, Ministry of Education temporary postponed the implementation of School-Based Assessment in February 2014 for restructuring the assessment syllabus and how would teacher submit the assessment result at the end of assessment period. Around April 2014 Ministry of Education announced the new School-Based Assessment syllabus and also the Form-Three Assessment (PT3) as the official successor to PMR. Despite its chaotic introduction, many student and teacher gave a positive feedback about the new assessment format. Most of them say that the assessment felt more fun to do as the assessment are more practical which the student need to do extra research compared to the PMR that was mainly exam-based and also textbook focused.

On 2020, 2021 and 2022 (presumably), the PT3 Assessment was cancelled due to COVID-19 pandemic in Malaysia. The assessment was replaced with alternative assessment called "Special Examination for Special School Admission" (PKSK) for student planning to transfer school for Upper-Secondary session.

Student Achievement Statement for PT3 are based on grade A, B, C, D, E and F with a description as follow

Result

PT3 result usually announce in December of the examination year. The evaluation scheme are based on student achievement in the writing test and classroom-based assessment. Some subject would have special assessment or oral-test required and the result would be combine with writing test. When releasing the results, only the letter grades (and not the actual scores) are made known to the candidates. Candidates may request a remarking (regrading) if they suspect errors in the original marking.
