Ohio Senate Bill 5 new article content ... Ohio Senate Bill 5 was passed into law on March 2, 2011. This bill reduces the bargaining rights of Ohio public workers and bans their right to strike. The bill also establishes penalties for those who participate in walkouts. Under the bill, unionized workers may still bargain for wages, hours, and work conditions, but can no longer negotiate health care, sick time, or pensions. The bill also eliminates automatic pay raises; future pay increases will be based on merit. The bill passed the Ohio House of Representatives by a 53-44 vote and passed the Ohio Senate by a 17-16 vote.
