Michael Ted R. Macapagal was appointed Chairman at Philippine National Railways on April 28, 2023 by President Ferdinand R. Marcos Jr. He took his oath of office before Department of Transportation Secretary Jaime J. Bautista. Macapagal is a member of the board of directors of the Philippine National Oil Company (PNOC). He is a former director of the Clark Board and Gulf Oil Philippines. Prior to joining the government the used to be a corporate executive based in San Francisco California. He broke America·s so-called glass ceiling by becoming the first Filipino to have managed a major title insurance company in the United States. From a regular clerk, he climbed the corporate ladder, and quickly reached senior management level. He was later named Division President of Stewart Title Company in San Francisco Bay Area. Stewart Title is one of the largest underwriters in the world, with offices across the United States, and in some 80 countries around the globe.

"Super Mike", as he is fondly known in his hometown, hails from Olongapo city. He is the founder and president of SUPERGAPO, a consumer advocacy group which provided help and assistance to residents of the city and neighboring provinces during the height of the COVID pandemic. He studied B.A. in History at the University of the Philippines in Diliman, Quezon city. In campus, he joined the Upsilon Sigma Phi fraternity. He later studied Human Resource Management at U.C. Berkeley.

He was a constant lecturer on the topic of title insurance and escrow procedure in several community colleges in and around the San Franciso Bay Area. He never obtained U.S. citizenship in the years that he lived in California. From 2016 to 2021, he served as president of PDP LABAN in Olongapo city. In 2022, he joined LAKAS-CMD as its local chairman. Macapagal is a founding board member of the Filipino American Real Estate Professional Association (FAREPA). He served as a director of the board of the Filipino American Chamber of Commerce of San Francisco and San Mateo counties. He used to be a member of the American Chamber of Commerce of the Philippines, the Subic Bay Freeport Chamber of Commerce, and Kiwanis International. He is the son of the late Olongapo city mayor, Atty. Teddy C. Macapagal, the legendary human rights lawyer famous for providing free legal assistance during his time. The Macapagals of Olongapo are related to former president now Pampanga congresswoman, Gloria Macapagal-Arroyo.
