Detailed plot

In the opening scene, it shows Principal Skinner and his mother, Agnes, in a car. Skinner is confused when the car runs out of gas, as he filled it "90 cents ago". Agnes says that Skinner had the windows down that was the problem, and tells his son to get more gas while she reads her bingo book. Skinner gets the gas tank out of the boot of the car and starts walking across the freeway, avoiding all vehicles and trying not to get run over. Skinner makes it to the other side of the freeway, but realizes he left the gas tank on the boot of his car. Agnes calls his a bonehead. Skinner tries to get back across, but Homer is his car shouts at him, telling Skinner that it was a parent-teacher conference. On the bridge, Milhouse is watching and asks himself, if he is seeing it right. Milhouse looking up at the notice board and it says "PRINCIPAL CROSSING FREEWAY - EXPECT DELAYS". Milhouse calls his friends on his cell phone, including Jimbo (who is hanging out clothes, including a shirt that says "I LOVE PUPPIES"), Nelson and Martin (who is being beat up by Nelson). Skinner runs to the other side, where Barney is picking up cans of Duff Beer. Barney tries to get beer out of the cans, while the third can is empty. Drunk, Barney mistakes panting Skinner for a giant Duff Beer can and start to chase him with his stick. The kids watch on the bridge, while a kid says "Where's Bart". Milhouse says that he could not reach him, as he had no cell phone. Another kid replies, "Whatever he's doing, it's gotta be something cool".

Bart and Lisa are having a tea party and Bart says that why he agreed to do it. Lisa replies it was because Bart liked the taste of Lisa's imaginary tea. Kearney and his friends appear at the gate and say that Bart totally missed out. Bart asks on what. Kearney then shows Bart pictures of Skinner being chased by Barney, Skinner being thrown into a long recycling bin and Barney falling in love with Agnes. Bart goes to sit down and wishes that he had a cellphone. Lisa gives him an imaginary cell phone. Bart replies saying that Lisa is kidding. Bart gulps down the rest of his imaginary tea and goes inside the house. Bart says to Marge if he can have a cell phone. Marge says no, and Bart replies saying he is lamer than Milhouse. Marge says the family cannot afford a cell phone and says that she is buying frozen peas in installments. Marge looks at the front of her letter and is ays "Final Notice - Account Overdue". She turns it over to the back and a character is saying "We're Not Kidding!". Marge groans. Bart says he is never going to get a cell phone and walks out the room in disappointment. Lisa says that she is never going to go Machu Picchu and also says that in her family you get used to disappointment. Maggie then holds up a sign saying "Me Sad 2".
