User:Leandro0778/Info/Político Rodrigo Coelho (Joinville, [./Https://pt.wikipedia.org/wiki/29+de+junho June 29], 1980) is a Brazilian lawyer and politician affiliated with Podemos. He was deputy mayor of Joinville, Santa Catarina between 2013 and 2016, during the administration of Udo Döhler. He became known for his work in the cultural area, chairing the Cultural Foundation of Joinville. At the time, he was responsible for reopening interdicted museums to the population, expanding access to art to Joinville. In the 2016 municipal elections, he was elected councilor, also for Joinville and remained in office until 2019. As a councilor, he was recognized for his independent performance, defense of transport applications and for his zeal with public money, with savings of almost R$ 50 thousand of public funds, the non-use of travel allowances, cell phones and official cars. Currently, Coelho is a federal deputy for Santa Catarina. At the beginning of his term, he made a commitment to continue the mission of respecting every penny of public money. He gave up his special pension and donated nearly R$ 30,000 in moving assistance and housing assistance to philanthropic institutions. Over the years, Coelho has had several partisan conflicts. In 2014, he was expelled from the Democratic Labor Party (PDT), for party infidelity; in 2019, he was suspended from PSB, his current party, for going against party guidelines in votes in the Chamber of Deputies; in 2020, he filed a lawsuit at the Superior Electoral Court (TSE) to disaffiliate from the party, but was denied action. He failed to follow his party's guidelines on multiple occasions out of conviction that they were not the best decisions.
In April 2021, he won a lawsuit at the Superior Electoral Court (TSE) for disaffiliation from the PSB without losing his mandate. By a 4x3 score, ministers Luís Roberto Barroso, Alexandre de Moraes, Luís Felipe Salomão and Mauro Campbell Marques understood that there was partisan persecution of Rodrigo Coelho, and released him for just cause without losing his mandate. The parliamentarian is now affiliated with Podemos
Personal life, education and legal career
[edit]Coelho was born in Joinville, Santa Catarina, the son of lawyer, banker, politician and professor João Norberto Coelho Neto and Rosemarie Coelho. He is married to Cecília D'Agostin Longo Coelho.
Coelho graduated in law from the Federal University of Santa Catarina (UFSC) in 2002 and has a postgraduate degree in social security law from Faculdade Arthur Thomas (FAAT).
Coelho started his legal career at his father’s pension law firm, João Norberto Coelho Neto, and wrote a book on the subject, Guia do Direito Pendenciário, released in 2010.
Coelho was a retailer in the clothing sector from 2008 to 2015 and for two years he was president of CDL Jovem (Joinville’s Chamber of Shopkeepers)
Political Career
[edit]In June 2012, Coelho, at the time affiliated with the Democratic Labor Party (PDT), was announced as a candidate for vice-mayor of Joinville on the slate of candidate Udo Döhler (PMDB). Döhler and Coelho were elected on October 28, 2012 and Coelho took over as deputy mayor on January 1, 2013.
In January 2013, while he was vice mayor, Coelho assumed the position of president of the Cultural Foundation of Joinville (FCJ) and remained until March 2016, when he left to run for councilor in municipal elections.
In the municipal elections of 2016, already affiliated to the PSB, Coelho ran for councilor in Joinville, being elected with 4,406 votes. He took office on January 1, 2017 and remained in office until January 31, 2019.
Coelho ran for the position of federal deputy for Santa Catarina in the 2018 elections. He was elected with 43,314 votes and assumed the mandate of deputy on February 1, 2019, a position he currently holds.
Expulsion, suspension and party conflicts
[edit]On April 9, 2014, by 20 votes to 1, Coelho was expelled from the PDT after a series of disagreements with the party's municipal executive. The party claimed that there was party infidelity due to Coelho's approach to the PSB and his refusal to defend himself in the Ethics Council.
On August 30, 2019, Coelho was suspended from the PSB for voting in favor of the pension reform, contrary to party orientation. He was prevented from chairing committees and directing votes on behalf of the party. Coelho filed a lawsuit with the TSE for just cause to leave his party. The TSE denied the action.
“ | I'm still thinking about running [for the mayor of Joinville], I'll try, but the relationship with PSB is broken. | ” |
— Coelho, in april 2020.[1] |
Coelho had intended to run for mayor of Joinville in the 2020 municipal elections for the Liberal Party (PL). He said at the time: "I still think about running, I will try, but the relationship with PSB is broken." After his request to leave the PSB was denied in court, Coelho was not a candidate in the 2020 municipal elections.
On December 9, 2020, Coelho voted against Brazil's accession to the Inter-American Convention against Racism, Racial Discrimination and Related Forms of Intolerance, again contradicting his party's orientation. He was the only deputy from Joinville to vote against the convention, as deputies Coronel Armando (PSL), Nilson Stainsack ([./Https://pt.wikipedia.org/wiki/Progressistas PP]) and deputy Darci de Matos (PSD), who is away, voted in favor. The text was approved in the second round of the Chamber of Deputies by 417 votes to 42. Coelho stated that his vote against it was because he judged that the text "is not adequate for the proposed objective, as well as being old to current problems."
“ | Bolsonaro has not committed any crime of responsibility. | ” |
— Coelho, in January 2021, on the impeachment requests of President Bolsonaro due to the sanitary crisis in Amazonas.[2] |
In January 2021, amid pressure from opposition parties (including the PSB) for the impeachment of President Jair Bolsonaro, due to the health crisis in Amazonas, Coelho stated that he was against impeachment, stating that "Bolsonaro did not commit any crime of responsibility". and again being contrary to the opinion of the party.
On February 10, 2021, in the vote on the project on the autonomy of the Central Bank, Coelho voted in favor of the proposal, contrary to the orientation of his party. The text was approved in the Chamber of Deputies by 339 votes to 114 and proceeded to presidential sanction.
On February 19, 2021, the plenary of the Chamber of Deputies met to decide on maintaining the arrest of Bolsonar federal deputy Daniel Silveira (PSL), who had been arrested in the act three days earlier (16), accused of the crimes foreseen. in the National Security Act. The arrest had been unanimously endorsed by the Federal Supreme Court (STF) on February 17. The PSB, Coelho's party, oriented its bench to vote for the maintenance of Silveira's prison; Rabbit voted against. The Chamber decided to keep Silveira in prison, by 364 votes to 130.
