Kulananda Updhayay (Nepali: कुलानन्द उपाध्याय) is the first and incumbent chief attorney[1] of Sudurpaschim Province, one of seven provinces of Nepal. He assumed the office in March 2018. He is the also worked as the chairman of of Provincial Law Drafting and Suggestion Commission in May 2019. Article 160 (5) of the Constitution stipulates: "The Chief Attorney shall be the chief legal advisor to the State Government. It shall be the duty of the Chief Attorney to give opinions and advices on constitutional and legal matters to the State Government and such other authorities as the State Government may specify." [1]

Education

He has obtained a Masters of Arts (Sociology) degree from Kumaun University, India(Nainital) as well as L.L.B. and L.L.M. from the Tribhuvan University in Nepal and now currently studying PhD in law from Nepal Sanskrit University, Nepal.[2] He was awarded with Kanoon utkristha lekhan puraskar Kanoon and youth utkrist lekhan puraskar Kanoon from the then prime minister Baburam Bhattarai.

Career

Chief Attorney

As the Chief Attorney, he has contributed and led to the enactment of several laws and policies for the Sudurpaschim government, including Provincial Police Act, Province Ain and others. All over the Nepal, he is only chief attorney general to complete tenure of 5 years with highest tenure of 5.5 years.[2] [3] [4]

Lawyer

Before he became Chief Attorney on 20 March 2018, he practiced law at the Supreme Court of Nepal.[5] He was also elected in a Vice-president of Nepal Bar Association on 2072 BS. He also worked as law practitioner for 24 years (Pleader from 2051 BS and as Advocate from 2056 BS to 2074 BS ) . He have defended and consulted more than 2500 case's within practitioner period.[5]

Author

He is the author of "Haliya Pratha" published in 2060 BS, "SudurPashim ma Nayalaya Ra Dalits" published in 2063 BS and other Various articles in journals and newspapers.

Personal life

He married Laxmi Upadhayay in 2056 BS. They have three sons Ramesh Upadhayay, Yakendra Updhayay and Aditya Upadhayay. He and his spouse are from Kailali District.
