Hurricane Isaac was a tropical cyclone that impacted multiple islands in the Lesser Antilles as a tropical storm. The ninth named storm and fifth hurricane of the 2018 Atlantic hurricane season, Isaac formed from a tropical wave that emerged off the coast of West Africa on September 2. The disturbance was monitored for several days before a tropical depression formed on September 7. On September 8, the depression strengthened into a tropical storm and was given the name Isaac. On September 9, Isaac became a hurricane. On September 11, Isaac weakened back into a tropical storm due to increasing wind shear. Isaac's core passed in between Martinique and Dominica on September 13. Isaac was downgraded to a tropical depression on September 14 before regaining tropical storm status later in the day. Early on September 15, Isaac degenerated into an open trough.

Hurricane Isaac originated from a tropical wave that emerged off the coast of West Africa on September 2.[1] The National Hurricane Center (NHC) monitored the disturbance for the next five days as it moved west to west-northwest across the Atlantic.[2] At 21:00 UTC on September 7, the NHC announced that Tropical Depression Nine had formed approximately 1,755 miles (2,820 km) east of the Windward Islands.[3] One day later, the depression strengthened into Tropical Storm Isaac.[4] At 03:00 UTC on September 10, Isaac strengthened into a hurricane.[5] At 03:00 UTC on September 11, Isaac weakened back into a tropical storm due to increasing wind shear.[6] Isaac's center passed between Dominica and Martinique around 13:00 UTC on September 13.[7]

Preparations and impact

At 15:00 UTC on September 11, in anticipation of Isaac's passage through the Lesser Antilles, the government of France issued a hurricane watch for Guadeloupe and Martinique. At the same time, the government of Barbados issued a hurricane watch for Dominica and the Meteorological Service of Antigua and Barbuda issued a tropical storm watch for Antigua and Montserrat.[8] At 18:00 UTC, the Meteorological Service of Antigua and Barbuda issued a tropical storm watch for St. Kitts and Nevis.[9] At 03:00 UTC on September 12, the hurricane watches for Dominica, Martinique, and Guadeloupe were changed to tropical storm warnings after Isaac weakened into a tropical storm. Additionally, the government of Netherlands issued a tropical storm watch for Saba and St. Eustatius.[10] At 18:00 UTC, the government of France issued a tropical storm watch for St. Martin and the government of Sint Maarten issued a tropical storm watch for St. Maarten.[11] At 09:00 UTC on September 13, the government of Antigua issued a tropical storm watch for Barbuda.[12]
