I definitely have a conflict of interest with respect to the assemblyman, since he's my boss. However, the [conflict of interest guidlines] note that "Editors with a COI are encouraged to upload high-quality media files that are appropriately licensed for Wikipedia and that improve our coverage of a subject. For more information, follow the instructions at Commons. In some cases, the addition of media files to an article may be an uncontroversial edit that editors with a COI can make directly, but editors should exercise discretion and rely on talk pages when images may be controversial or promotional. If the addition of an image is challenged by another editor, it is controversial."

Since I'm only uploading the photograph, though, I believe it reasonably falls under the uncontroversial edit thing described above.
