In late 2011 news leaked that the Taliban was
- requesting recognition of an official office in exile in Qatar;
- requesting the release of the remaining Taliban officials in Guantanamo, most notably Mohammed Fazl, usually described as the former Taliban deputy minister of intelligence;
- requesting the transfer of the former Taliban officials from Guantanamo to Qatar. Geo Swan (talk) 15:46, 6 January 2012 (UTC)

In February, the Afghan High Peace Council named a half-dozen it wanted released as a goodwill gesture. The list included Fazl; senior Taliban military commander Noorullah Noori; former deputy intelligence minister Abdul Haq Wasiq; and Khairullah Khairkhwa, a former interior minister.
