Shahzada Masoud is a citizen of Afghanistan.

On December 15, 2000, while he was a leader of the Great National Islamic United Front of Afghanistan he proposed an emergency Loya Jirga.[1][2] He was at that time the Chairman of the group's Foreign Affairs Committee.

Masoud was one of future Afghan President Hamid Karzai's closest advisors as early as August 2001.[3]

In 2006 journalists at The Guardian and The Boston Globe challenged the reliability of the Combatant Status Review Tribunals in general, and specifically that of Abdullah Mujahid. Mujahid claimed that rather than being tied to the Taliban he was appointed to a senior position by Hamid Karzai, to reward him for his role in ousting the Taliban. He claimed that he had recently been promoted, and that Shahzada Masoud had lead the committee responsible for his promotion. Captives were entitled to request witness statements from individuals would could confirm their alibis, and Shahzada Masoud was one the individuals he requested be contacted for a witness statement.[4][5][6] Farah Stockman and Declan Walsh reported that they found the names of Masoud and other witnesses on Mujahid's promotion committee with trivial effort, after reading in the transcript of his Tribunal that the US officials tried and failed when they tried to contact them. They reported that all it took was a single phone call to President Karzai's office to reach Masoud, who was then Karzai's advisor on Tribal Affairs.
