A Recorder Exhibit List was prepared for 572 Combatant Status Review Tribunals convened for captives held in extrajudicial detention in the United States' Guantanamo Bay detention camps, in Cuba.

The role of the CSR Tribunal's Recorders

Following the United States Supreme Court's ruling in Rasul v. Bush, in June 2004, the Bush Presidency was forced to give the Guantanamo captives an opportunity to learn the allegations that triggered their detention.

The procedures the Department of Defense laid out for the Tribunals created the position of the Recorder. One of the duties of the Recorder was to oversee the preparation of evidence supporting the captive's classification as an "enemy combatation".

In late 2004 and early 2005 Guantanamo captives who had attorneys who were helping them access the US Civil Justice system. In mid-2005 the Associated Press acquired access to the unclassified dossiers from captives Tribunals, released to their attorneys. In September 2007 the Department of Defense released the unclassified dossiers from 179 captives Tribunals.[1]

The Recorder oversaw the preparation of two sets of evidence -- classified and unclassified.

Unclassified documents

Captives were only allowed to see the unclassified evidence, which was usually just a list of relatively brief, general allegations contained in a "Summary of Evidence memo.
