Ahmad Hikmat Shakir is a citizen of Iraq who the Central Intelligence Agency is reported to have tried to recruit to covertly penetrate al Qaida.[1] The Observer reported, in 2010, that, prior to 9-11, the CIA thought that Shakir was a closeted gay man, whose gay secret left him vulnerable to being blackmailed to spy on al Qaida.
