Francine C. Ryan (b. January 4, 1934), also known as Fran Ryan, is a former member of the Columbus, Ohio City Council, a former Columbus city clerk, Franklin County Commissioner and chair of the Franklin County Democratic Party. She has also been a newspaper reporter, public relations consultant and worked in automotive sales. She continues to be active in political matters in Columbus and central Ohio.
Ryan and her family were residents of the Forest Park neighborhood of Columbus for forty-seven years, from 1963 to 2010. They were among the founding members of Saint Anthony Parish of the Catholic Diocese of Columbus, which was established in 1963. Ryan and her husband Dick now live in the German Village neighborhood just south of downtown Columbus.
Ryan was elected to two terms as a member of Columbus City Council, serving from 1971 to 1977.
As Democratic candidate for the US House of Representatives for the 12th District of Ohio in 1974, Ryan received 70,818 votes to Samuel Devine's 73,303. She ran for the same office in 1976, receiving 89,924 votes to Devine's 90,987, while Bill Moss received 15,429 votes.
Ryan was appointed by then-President Jimmy Carter as administrator, based in Chicago, of a six-state region for the U.S. Department of Labor. She served in this position from October 1977 until January 1981.
