Here I am starting to draft a CFD which should perhaps be made an RFC, to follow Wikipedia:Categories_for_discussion/Log/2020_February_25#Category:French-language_writers.

- Nominator's rationale: There are at least four different models for how such categories should be populated. I submit that consistency would be desirable.
- Option A: Exclude subjects from a nation where the language is a primary (official) language. Category:English-language songs currently exemplifies this. (permalink)
- Option B: Include national categories as sub-categories. E.g. Category:English-language novels holds, for example, Category:Indian English-language novels alongside Category:Irish novels. Pages may be included directly if there are too few examples to set up a national sub-category for that language.
- Option C: as B but sub-cat all the contents by continent. User:Marcocapelle has just set this up at Category:French-language writers.
- Option D: Treat all national sub-categories as non-diffusing, therefore also hold the articles for every person/work directly in the parent category. This outcome would result from the approach in this edit by user:Largoplazo.

[edit]Thanks for taking this initiative! Here are two comments:
- The options could be renamed as A1, A2, A3 and B*, because A-C (or A1-A3) all have the same advantage of reducing unnecessary category clutter in the articles. Option D (or B*) does not have that advantage. In fact I would recommend merging back all continent categories and most national categories if option D (or B*) would become the preferred option.
- Option C (or A3) does not have to be discussed as a separate option. Subcatting by continent can take place in every of the other options as well.
