The Avast SecureLine VPN is an application that provides a subscription based virtual private network (VPN) service developed by Avast. I think what was meant is that Secureline is a VPN service not that it provides one. OTOH, Avast provides the service It is available on Android, Microsoft Windows, macOS and iOS.[1]
