Yep, just place that at the top of User:Downsadie/amy bio draft. Yes, you can only link to the page once it's in the manin article space, as linking to the user space from the article space is not a good idea. With regard to the image, as you can see from the message below, we require that you own the copyright and that you release it under a free license (such as a Creative Commons license. This one is generally recommended.) If you don't want to (or can't) do that, it's fine, not every article needs an image.
