The powder works at Narrabeen were a construction of Carl von Bieren. Being in the suburb and being powder works the initial news report was of the Narrabeen Powder Works.

Deciding to do stuff he settled on powder, if he hadn't already, due to things shown later.

Picking a remote area he setup up a house and buildings for manufacture. 1883

Carl was on trial and reports were run daily.[6]
