Why do I need to explain that this applies to you? Well, it's simple. In a frankly scary number of occasions, people respond to policy and guidelines with something that either is or probably should be prefixed with the word "but".
It is used as an alternative means of saying that your case is not special, and is not an exception to accepted policy.
It does not apply personally. In fact, it is designed to impersonalise statements of policy and guidelines by reminding you that the rules apply to you and your articles too (just as they apply to me and mine).
