Perpetration

The Islamic Jihad Organization (IJO) claimed responsibility for the East Beirut U.S. Embassy annex attack in a telephone call to Agence France-Presse, an international news agency headquartered in France. The station’s Paris affiliate received the transmission approximately two hours after the driver detonated.[1] The IJO was not an independent Lebanese Shi'ite militia, but a shell corporation for Hezbollah's activities in Lebanon. Hezbollah itself was directed by the Islamic Revolutionary Guard Corps (IRGC). Consequently, U.S. federal investigators charged the Islamic Republic of Iran for the bombing of September 20, 1984, along with the Embassy and Marine Barrack bombings of 1983. [2] Over the years, including decisions made as recently as 2012, American courts have recognized Tehran’s involvement and have sought reparations for the affected families.[3] Despite the IRGC’s attempts to create separation between Lebanon and the Islamic Republic, aerial footage of the Sheikh Abdullah barracks in Baalbek revealed to U.S. intelligence officials a staging facility for the attack. At the time, the IRGC operated and maintained several strongholds in Baalbek.[4]
