CSKA - Sofia was established on 27 May 2016 as a subsidiary of PFC CSKA 1948 AD, which is owned by Grisha Ganchev (38.5%), Yulian Indzhov (38.5%), Hristo Stoichkov (20.0%) and 38 minority shareholders (3.0%).[1] There have been speculations for many years over Grisha Ganchev's interest in PFC CSKA Sofia until he finally acquired a share in the club in the 2015, shortly after the Licensing Commission of the Bulgarian Football Union refused to issue CSKA a licence for A Group due to unfunded debts.[2] The club was sent to the South-Western V Group (the 3rd level of Bulgarian football). Later the same year CSKA entered administration and Dora Mileva was appointed as an assignee.[3]

Even though the club won the Bulgarian Cup, Ganchev was unwilling to pay the debts of the club which officially stood at no less than 19 million BGN but according to some estimates the real amount could be more than twice higher.[4] Instead, Grisha Ganchev chose to establish a new club and the original CSKA, a decision which caused fierce protests by the fans.[5]
