Background

The establishment of Principality of Albania in 1913 resulted in numerous border disputes of the newly created country with its neighbors, Montenegro, Serbia and Greece. The outbreak of the World War I delayed the resolution of territorial disputes. After this war, the disputes remained. Instead of Montenegro and Serbia, the party in dispute was newly established Kingdom of SHS, later renamed to Yugoslavia.

The resolution of the territorial disputes was attempted on the institutional level by diplomatic means. Initially, Albania tried to resolve the issues within the League of Nations while Greece and Kingdom of SHS insisted that according to international law the competence lays in hands of victorious Allied Powers. On 2 October 1921, based on the provisions of Saint Germain Peace Agreement, the League of Nations issued a resolution stating that all borders of Kingdom of SHS and Greece, including those toward Albania, were to be determined by Allied Powers.^[1]
