The following is the Veriocracy's proposal for the charter of the ICON (International Confederacy of Nations).
Governance
[edit]The ICON will be governed by a council consisting of one delegate from each nation. The delegates may be the leaders of the nations or delegates especial for the job. The delegates will vote once every suitable interval on a Chairman. This implies no increased authority of the nation representd by the Chairman; the Chairman will simply be the moderator and the face of the ICON. The delegates will be expected to participate in meetings and to be the sole voice in the interest of their nation. The meetings will be public as there's no way of confidentiality on the Web. Delegates are expected to show proper respect for the mechanisms of the ICON. Any spurious proposals or other disrespectful conduct will have consequences.
Authority
[edit]The ICON will have this authority over its member nations:
- The authority to resolve disputes that do not reach the level of open warfare
- The authority to cause trade sanctions with nations that give cause
- The authority to validate treaties between two or more nations
- The authority to sentence individuals in court (if individual nations do not take this responsiblity)
Basics
[edit]The ICON will be based on a space station orbiting a yet to be determined star. It will have the same capacities of individual nations in trade and war. The ICON will be able to build up a military presence and will be organized rather like individual nations.
Court
[edit]The ICON will have a court that can sentence individuals or nations. The "jury" in all court cases will be the ICON Council. The Veriocracy suggests that User:Editor at Large/Courtroom, Her Honor Editor at Large presiding, be made the Official WikiCourtroom of the ICON and WikiPlomacy.
