1. If they...

Were rude, rash or nasty towards me
Have less than 100 edits in the Wikipedia namespace
Have less than 200 edits in all talk-related namespaces
Do not participate in RC Patrol/Newpage Patrol and VfDs
Have been here for less than 3 months
Blank their talk page

Then I will Oppose them

2. If they...

Haven't answered the questions yet (may upgrade to Support once answered)
Do not use edit summaries
Do not have a user page/User page redirects to talk page

Then I will vote Neutral on them

3. Otherwise (extenuating circumstances aside), I will Support them.
