Ilham Uzeyir oglu Bayramov was born on August 10, 1970, into a talented family in the village of Urud in the Sisian district of the Zangazur county.

In 1987 he finished secondary school in Baku, in 1992 he graduated from the specialization of "Soil scientist" in M.K.Lomonosov Moscow State University, and also completed "Academic Courses of Strategic Studies and State Defense Management" in Military Academy of the Armed Forces of the Republic of Azerbaijan in 2002, he graduated from the State and Municipal Management Program at the State Management Academy under the President of the Republic of Azerbaijan, with honor in agricultural sciences in 2006-2009, He holds a Ph.D. in philosophy in the field of agricultural sciences.

During 1993-1995 he worked as the deputy director of the "Avshar" enterprise in Moscow, in 1995-1996 he worked as junior associate scientist in the Institute of Soil Scientist and Agrochemistry of ANAS and he was a senior specialist in the State Real Estate Committee of the Republic of Azerbaijan in 1996-1999, between 1999-2005 he worked in various responsible positions in the State Land and Mapping Committee. Since 2005, he has been the head of department at the State Registry Service of Real Estate of the Republic of Azerbaijan, as well deputy chief of the Service since 2006. In 2009-2013 he worked as the chairman of the board of  directors in "Caspel" (IT&Telecom Solutions Integrtator) LLC and the information and communication technologies advisor at "Azersu" OJSC.

In 2014-2018 he worked as the head of staff of the Ministry of Agriculture of the Republic of Azerbaijan as advisor to minister advisor. From November 6, 2018 until December 10, 2021, he worked as director of Production and Operations department in Azerbaijan Industrial Corporation OJSC.

Since december 10, he is the General Director of "Azerbaijan Standardization Institute" LLC, under the State Service for Antimonopoly and Consumer Market Control under the Ministry of Economy.

He is author of a number of scientific monographs and methodical works on the development of agriculture. He has participated in the development and implementation of state programs on economic, agricultural and land reforms carried out in the Republic of Azerbaijan, and has led various projects in conducting scientific research, real estate, land and water management, territorial planning, corporate information systems, spatial database, geographic information systems (GIS) and other information technology solutions in the public and private sector. He participates actively in the development of the national standardization system and quality infrastructure in the Republic of Azerbaijan in accordance with modern requirements.

According to the relevant Order by the President of the Republic of Azerbaijan he was awarded with Medal "For Honor in Civil Service".

He is married and has three children.
