Uchral Nyam-Osor (Mongolian: Ням-Осорын Учрал), is a Mongolian politician who served as the Minister of Digital Development and Communications from 2022-2024. He has been a member of the State Great Khural (Parliament) since 2016.

Uchral Nyam-Osor is one of the young leaders of the Mongolian People's Party, the oldest political party in Mongolia serving as the President of Social Democratic Youths of Mongolia since 2019 and Chairman of the Sukhbaatar District Committee of the Mongolian People's Party from 2023. He has been serving as a member of the IPU’s Standing Committee on United Nations Affairs.

As a Member of the Parliament, Uchral Nyam-Osor served as the Chairman of the Standing Committee on Innovation and Digital Policy from 2020-2022, and Chairman of the ad-hoc committee on digital policy from 2018-2020.

He has recently been selected as one of the Young Global Leaders by the Forum of Young Global Leaders, which was established by Klaus Schwab, founder of the, and is managed from Geneva, Switzerland, under the supervision of the Swiss government and run by the World Economic Forum.

Nyam-Osor was appointed as the Minister of Mongolia and Chief Cabinet Secretary on July 10, 2024, following the 2024 parliamentary election.


Childhood and education

Nyam-Osor was born in Ulaanbaatar, to an academic family. His father Nyam-Osor.N is from Batshireet Sum of Khentii Province. Mother Tsetsegmaa.J is from Zuungov Sum of Uvs Province. Both of them have Sc.D in Sciences in History and were awarded as the Honored People's Teacher of Mongolia. They established "Khunnu" LLC in 1992, and "Ikh Zasag" University in 1994, one of the first private universities that later became one of the TOP 5 universities in Mongolia with more than 7,000 students and 10 branches.

In 1994, he entered the 97th secondary school of Ulaanbaatar. During his school years, he used to participate in state competitions on subjects such as mathematics and Mongolian language. From a young age, he developed an interest in literature and poems. Having a talent for composing poems, he used to attend children's poetry festivals starting from 3rd grade. He published his first collection of poems named "Thunderstorm" in 1997, later publishing another book named “Heaven's Lake” in 2001 when he was in 8th grade.

In 1997, he was awarded as the Labor champion of Bayanzurkh district based on his achievements at school and active social participation being a role model to his peers. Uchral.N graduated from Ikh Zasag-Lyceum, a secondary school of Ulaanbaatar in 2003.

After graduating high school in 2003, he enrolled in Ikh Zasag’, the university founded by his father. Therefore, despite studying hard, he had another responsibility to protect and promote the university’s reputation.  

In his junior year, he participated in the "National Championship Parliamentary Debating Tournament" and was selected as one of the top 4 students. Since then, he has successfully participated in several national-level student parliamentary debates, and other various speech contests winning the first or top places.

In 2006, he was selected as one of the 4 best students in Mongolia, thus giving a lecture named "How to Become the Best Student" at the State Palace. In 2005, 2006, 2007, and  2008, he organized a series of lectures named "Super Student", "Super Speaker", and "There is a solution to every problem" in the largest hall of Ulaanbaatar "UB Palace". He also published books "Super Student" and "Super Speaker" during his student years.

Following his love for rap music and talent in composing poems and lyrics, Nyam-Osor started his music career in 2004 under the name "Timon". Between 2004-2007, he created more than 30 songs, 2 albums, and more than 20 music videos.

Research and studies

Nyam-Osor completed his Master of Business Administration (MBA) at  Limkokwing University of Creative Technology in the United Kingdom in 2010. He later received a Master of History (MSc) from the Mongolian State University of Education in 2012 and a Master of International Management from the Buckinghamshire New University in the United Kingdom in 2019.

In 2013, he received PhD in Sciences in History at the Institute of Mongolian, Tibetan, and Buddhist Studies of the Russian Academy of Sciences. The topic of his PhD dissertation was "International Recognition of Mongolia's Independence and Sovereignty /1924-1945/".

Nyam-Osor has published over 30 academic papers on topics of economy, human resources, and history in both Mongolian and foreign scientific papers.  

Early Career

Uchral Nyam-Osor started his career as a vice-chairman of the board of directors of Ikh Zasag International University in 2007. As a young leader of the university, he enhanced foreign cooperation by creating ties with several universities abroad and focused on the fulfillment of international accreditation. In 2010, he founded the Royal International University to create an opportunity for students to have a world-class education in Mongolia.

He joined Mongolian People's Party in 2009 and became an active member of the Social Democratic Youths of Mongolia  (SDY), the largest youth political organization, which has 300 regional branches throughout Mongolia. In 2012, he became a member of the Governing Board of SDY and was appointed as a Director of the “Social Democracy” training center of the federation. Between 2012-2016, Nyam-Osor was a citizen's representative of Bayanzurkh district of the Mongolian capital city as the result of the local elections of 2012.

He served as a Director of the Political Department of the Mongolian People’s Party between 2012-2014. He supervised the Mongolian People's Party's Public Relations and media team during the Presidential election in 2013. In 2015, he worked as a Public Relations Advisor to the Deputy Prime Minister, Khurelsukh Ukhnaa, and later was appointed as an Advisor to the office of the Mongolian People's Party group in the State Great Hural (Parliament).

Political career

Minister of Digital Development and Communications (2022-2024)

The Government of Mongolia established the Ministry of Digital Development and Communications in 2022 to implement its five-year plan to build a ‘digital nation’, harnessing data and technology to facilitate innovation, streamline public services and diversify the country’s mining-reliant economy, and appointed Uchral Nyam-Osor as the first Minister of Digital Development and Communications of Mongolia. He served as the Minister from 30 August 2022 to 10 July 2024.

Before that, Nyam-Osor worked as the chairman of the Standing Committee for Innovation and Digital Policy, aiming to create the necessary legal framework for accelerating digital transformation. He took an important role in drafting a set of digital development laws approved in 2020, including the laws on Personal Information Protection, Public Information, Cybersecurity, Digital Signatures, and Virtual Asset Service Providers. Therefore, during his time as the Minister of Digital Development and Communications, he continued focusing on enabling a legal framework for digital transition and dismantling regulatory barriers of paper-based bureaucracy. With his efforts 109 out of over 430 existing laws in Mongolia were amended eliminating those processes requiring physical presence and paper documentation at government offices.

As the Government of Mongolia declared 2023-2024 as the Years to Combat Corruption, the Ministry of Digital Development and Communications, under the leadership of Minister Uchral.N, initiated and launched the very first integrated transparency platform named “Glass” to build smart, digital and open governance without bureaucracy and free of corruption.  The platform enabled information on capital expenditure, performance, and funded projects, special funds of the Government. The platform has been accessed more than 13 million times and has raised several nationwide discussions particularly on the expenditure of government funds. Following strong public criticism, around 92 billion MNT, which equals over 27 million USD of loans, was paid back.

Nyam-Osor focused on developing digital economy cooperation with the United States, implementing a working visit to the U.S. from January 25 to February 1, 2024. During the visit, 34 meetings were held with representatives from both the U.S. government and private sector, focusing on diversifying relations in space science, the digital economy, and artificial intelligence. Uchral.N officially began integrating data from 8 leading Mongolian IT companies into the "Silk Road Innovation Center," part of a joint initiative with Central Asian countries. During his visit, the Information Technology Park of Mongolia signed a memorandum of cooperation with the Silk Road Innovation Center in Silicon Valley, creating a stable channel for future IT start-ups to grow in Silicon Valley. Following his visit to the U.S, SpaceX has officially started its Starlink services in Mongolia.

Nyam-Osor visited the United Arab Emirates twice in the capacity of the Minister of Digital Development and Communications. During his second visit in February 2024, he signed the memorandum of understanding for cooperation in artificial intelligence with Omar Al-Olama, the Minister of Artificial Intelligence of the UAE. He then received, on behalf of the Government of Mongolia, the “Global Government Excellence Award" at the World Government Summit in Dubai. This esteemed award recognizes governments that have successfully implemented e-transition initiatives based on new technologies and innovations, showcasing exemplary practices. Mongolia's efforts to enhance government services, simplify processes, increase transparency, and promote accessibility through the “Digital Nation - E-Mongolia” initiative have gained international acclaim as a model of excellence.

One of his latest achievements in the capacity of the Minister of Digital Development and communications, was signing a landmark agreement to construct a Mongolian national satellite telecommunications system with Thales Alenia Space, a major European satellite specialist during the Mongolian President’s state visit to France.

Member of the State Great Khural (FROM 2016-)

In the 2016 parliamentary election of Mongolia, Nyam-Osor stood as a candidate for the 72nd electoral district from the Mongolian People's Party and won the other 11 candidates. As a Member of the Parliament, he had initiated and passed the most innovative and future-oriented laws requiring international comparative studies, such as the Law of Youth Development Promotion, the Law of Arbitration, the law of Economic Circulation of Intellectual Property, the Law of Enforcement, the Law of  Personal Supplementary Pension, etc. He established a lobby group to support innovation and e-policy, and in 2018, and contributed to the establishment of the Digital Policy temporary committee for the first time in the Parliament.

He has also been an active member since his election to the Standing Committee on UN Affairs Bureau in 2019, at the 140 IPU Assembly in Doha, Qatar.

In the 2020 parliamentary election of Mongolia, Nyam-Osor was re-elected with the highest number of votes from the Songinokhairkhan District. During his second term as a Member of the Parliament, he chaired the Standing Committee on Innovation and Digital Policy. During that time the Standing Committee chaired by him worked together with the Standing Committee on Security and Foreign Policy and the Standing Committee on Justice, and approved five laws to promote the development of the ICT sector. Specifically, the Law on Electronic Signatures, the Law on the Protection of Personal Information, the Law on Public Information Transparency, the Law on Cyber Security, and the Law on Virtual Assets were respectively approved.

●      2010 – 2019: Member of the Board of the Social Democratic Youth of Mongolia, Vice-President

●      2020 – present: Member of the Governing Board of the Mongolian People's Party.

As a result of the 9th parliamentary election on June 28, 2024, Uchral Nyam-Osor was elected for the third time becoming a member of the expanded Parliament, the first 126-member parliament in Mongolia's history.
