Namespace based detection

This template doesn't seem formatted to separate things in the Project (Wikipedia) namespace and template namespace. Seems there's a "catchall" NA-importance instead. WP California's template detects namespaces and places them into the appropriate category. Like Category:Project-Class California articles and Category:Template-Class California articles. That way things like article alerts can let you know if one of the templates or project pages related to your wikiproject has been nominated for deletion.
