Use like:

{{US-political-party-by-state-category-description|Democratic|Ohio}}

or

{{US-political-party-by-state-category-description|Republican|Ohio}}

The first parameter can be "Democratic" or "Republican". The last is the state's name. Note that a few states like Georgia do not work yet because of the "(US state)" needed in their article name.
