Source: this ("The Delaware Pilot is an outgrowth of the old Breakwater Light, the first newspaper ever published in Lewes.") verifies The Breakwater Light as the first newspaper in Lewes, Delaware. Lewes has the motto "The First Town in the First State" (see [1] for example to verify this)
