Template:Cite Austrian gazette/doc

An alternative to {{cite web}} citing an Austrian law gazette:

• Given nothing but gazette id, year, act number, and page number, the template builds a link to either the RIS PDF or the ÖNB ALEX scanned book page.
• For laws promulgated 1945 or later, even the page number is optional.
• The output is enclosed in cite tags with a CITEREF equal to the result of an {{sfnref}} of the form {{sfnref|BGBl 2018/1}}.
