Renaming to ZA Registry Consortium

The ZACR is now the ZARC, since 2022 (https://www.engineeringnews.co.za/article/zacr-marks-a-new-era-as-it-transitions-2022-08-19). I believe the page should be updated and moved to "ZA Registry Consortium" and a redirect added from "ZA Central Registry" to the new page. This was highlighted both in issues on this page and in .za. I can make the relevant changes to the text, but I am not part of the necessary user groups to move this page.
