Source: Francis-Gibson served as Minister of State in the Ministry of Education, Culture, Sports, Youth & Women’s Affairs + the head of the Women's Desk was Yvonne Francis-Gibson ... the Women's Desk appeared to be subject to the whims and fancies of the government, and was unable to take a firm stand on behalf of women's issues.
