Brodie Clark and February 2002 fire

No other sections describe who was managing the centre when controversies occurred. IMHO it looks like this is implying blame for him - without providing any supporting evidence or sources for this innuendo. Shouldn't we either be providing supporting reasons for why he is singled out? Or maybe list all managers of the centre? Or none? Only identifying one - and linking him to a problem there looks biased.

Not convinced the sentence "Although there was an investigation, no members of Group 4 were ever prosecuted. " is fair to all the Group 4 staff. But none of them have been individually identified, so I am less concerned about that statement.
