This article should not be speedy deleted as having no substantive content, because... (Yahya Al Bishri is a famous saudi fashion designer, that does not have a wikipedia article. I started writing the page and less then 20 minutes passed by, the page has been nominated for deletion.

You started writing the article and 20 minutes went by without any evidence of continuing work on the article. That's why it was tagged for deletion. If there's content, criterion A3 will no longer apply. I have tagged it appropriately and removed the speedy deletion tag. Hopefully the under construction tag will buy you a little more time. But please rewrite the article.
