An editor removed the WP:PROD tag I had placed on this article, with the comment that he was adding a reference and an external link. While rescuing articles is good, I'm not sure that it has been achieved in this case. The external link goes to the publisher's own web site, and the reference is a link to a UNESCO site that looks like a directory entry, perhaps echoing the publisher's own self-description. In the PROD statement, I argued: "Needs real sources to show that this publisher meets WP:CORP. Mere existence is not enough."
