who set it up

Was it really "set up by Milner"? Everything I read says that it was set up by Lloyd George, quite possibly so that Milner - who was his favourite minister at this time, until Lloyd George fell out with him later in the year - could still play a major part in directing the war. As Secretary of State for War - as he had become - he was not supposed to be a member of the War Cabinet, but in the crisis of Spring and early summer 1918 he was too valuable to lose.Paulturtle (talk) 03:39, 7 December 2021 (UTC)[reply]

Austen Chamberlain had replaced Milner as a member of the War Cabinet, according to the relevant article.Paulturtle (talk) 03:42, 7 December 2021 (UTC)[reply]
