Well, it is pretty simple and it is questionable why that question has anything to do with neutrality.

Wolfgang Kaleck has asked the German prosecutor to bring this into a German court. Ok, you can say that the German law is not neutral, but then you would also have to say that Public International Law is not neutral. There is a duty to punish crimes of war in an effectiv way. Wolfgang Kaleck has asked this the second time now, the first time the prosecutor answered, that it is an open question whether the US would punish it and Germany should wait and see.
