Multiple issues

These arise from the issue of the page's genesis. They include that it's not WP:NPOV, it's written like a list , and has unsourced info (i.e., the insertion of a curriculum vitae).

The subject appears to meet Wikipedia notability criteria and some sources are verifiable so I've not recommended it for deletion. It has not however been edited other than minor copy edits, categories and bots since its creation so this is also an option.

Blatant self-promotion by the subject

The style of this biography reads like a PR piece and I discover that it was created in 2010 by an account bearing the same name as someone apparently employed as the subject's research assistant - see https://uk.linkedin.com/in/georgina-hill-91103634. The original editor's Wikipedia account has not been used since 2010. The William St Clair article has not been substantively edited since its creation.

The subject may be sufficiently notable not to have his page deleted, but unsurprisingly needs a lot of work to make it fit for Wikipedia, which I don't have the time (or frankly, given its genesis, the inclination) to do.
