Is it error?

Read fragment:

if $w_{i}$ is small, then the partitions in $Par(w)$ give agent $i$ a large value and its weight in $Wel(w)$ is large. In contrast, if $w_{i}$ is large then the partitions in $Par(w)$ give agent $i$ a small value and its weight in $Wel(w)$ is large. ???
