IMHO this article could benefit from an increased emphasis on describing the district, its geography, economy, institutions, & cetera. Some of this is there but buried in discussion of the commissioners who designed the district. It now focuses on the district's genesis. AndersW (talk) 19:14, 2 April 2017 (UTC)[reply]
