NPG photo?

@DGG: Thanks for approving the draft. I am wondering if we could use the National Portrait Gallery's 1928 photo of Walsh here under WP:FAIRUSE? In view of the NPG vs Wikipedia copyright dispute I've tried asking this question on a couple of other places around Wikipedia (e.g. here), but did not get a response. If the last discussion was in 2015, you could ask again, at Wikipedia:Copyright problems. It is complicated because this is a photograph, not a painting, and the original copyright may be in the corporate body which took it. (if it were an individual photographer who owned the copyright, it depends on when the photographer died.) But that all affect commons, not fair use. The Fair use limitations do not take tany of that into account. You can best find out by adding it to enWP, not Commons, and filling in the form. DGG ( talk ) 08:32, 7 March 2020 (UTC)[reply]
@DGG: I note that Wikipedia:Copyright problems says "This page is for listing and discussing possible copyright problems involving text on Wikipedia" (not images).
