Expansion suggestion

Could somebody with more knowledge of Newfoundland and Labrador politics potentially expand this article with some context for the contentious negotiations between Inco and the provincial government over the development of the ore body? I could potentially write a really basic, stubby sentence or two on the subject, but I think it should be developed by somebody who knows a lot more about the issues at hand than I do.
