495 Express Lanes are open

Obviously, this article needs updating. I think the 495 Express Lanes need their own article since people will likely come to Wikipedia looking for information on things like cost and the exits. I will start such a page when I have some time over the next couple of days. Until then, we ought to update this page, at least remove the implication that the lanes are still under construction.
