How bad was the Water Decade?

The article seems to suggest that the Water Decade was a disaster, and I'm not sure that's true at all. The actual wording is:

Unfortunately this top down approach led to the installation of pumps, notable the India Mark II, that were difficult to maintain.

This doesn't say how many of the pumps installed as part of the Water Decade had these problems, but a casual reader could easily assume it was the norm. --Chriswaterguy talk 05:27, 29 November 2011 (UTC)[reply]
