Hi. I'm afraid that your note may reflect a misunderstanding of public domain. Material may be made public, that doesn't mean it is public domain. Public domain material is not copyrighted either because it is ineligible for copyright (for example, works of the United States government are copyright ineligible, although works of most other governments are not), because the copyright holder has explicitly released it into public domain (a copyright notice is not required to establish copyright) or because the term of copyright protection has lapsed. In the United States, most material published before 1923 is public domain. (See Wikipedia:Public domain.)
Wikipedia's rules on using previously published text are set out at Wikipedia:Copyrights. Unless the material can be verified to be public domain or licensed compatibly with our Terms of Use, we can only use brief excerpts clearly marked in accordance with non-free content policy and guideline. --Moonriddengirl (talk) 13:33, 16 December 2009 (UTC)[reply]
