This article should not be speedily deleted for lack of asserted importance because, (a) Victor Lundula, as head of the DRC armed forces in 1960-61, unquestionably meets WP:GNG (Google Books has many many references to him), and (b) as head of a state's armed forces, is generally considered by WP:MILHIST.
