Birley's first book on the prosopography of Roman Britain (The Fasti of Roman Britain) contains a discussion of Fulvianus' possible family relations, & speculates that he might be a native of Mustis in North Africa. However, this article draws from Birley's latest work, so I don't know if the material there has been superseded.
