The link "Samine" in the article links to an article about a village in Mali. Given that the bombing happened on 25 November and Senegal left the Mali Federation earlier that year, I assume this is talking about the smaller Senegalese village "Samine" located less than 5 Km from the border between Senegal and Guinea-Bissau that was located about 9km from a Portuguese military base.
