Incorrect references

If while reviewing articles I find cited references that are incorrect, dead or something else about them that isn't right what is the correct method to bring this to the attention of the appropriate person so that the error may be corrected. I am asking because the references for this page are not right. Ref 1 takes you to the wikipedia page for the times and ref 2 takes you to a link saying USS Klakring will be decommissioned not to a reference that discusses the actual decommissioning.
